Poul Harremoës Award

Founding Statement 

Launched by the IAHR/IWA joint technical committee on Urban Drainage in 2005, the Poul Harremoës Award is given at each triennial International Conference on Urban Drainage (ICUD) to the presentation of novel and ideally provocative ideas relating to developments in urban drainage by young authors (up to 35 years old). The aim of the award is to inspire young researchers to push the field forward, to be bold and daring by challenging the status quo, and always asking the difficult questions.
Prof. Poul Harremoës was a globally renowned water engineer and Professor on Environmental Science and Engineering at the Technical University of Denmark (DTU).  
 
At each ICUD, three nominees are selected to present their submission. Each of these nominees is given the opportunity to publish their paper in Water Science & Technology.

Rules for the administration of the award

The award is given to the presentation of novel and ideally provocative ideas relating to developments in urban drainage by early career academics (PhD awarded a maximum of three years before the International conference on Urban Drainage (ICUD) abstract deadline), who are the first paper authors and have indicated their interest to enter this competition. 
 
Selected authors of highly rated (via open review by the Poul Harremoës Award (PHA) scientific committee) extended abstracts must submit full papers for further evaluation, up to a maximum of 15 papers. The three best contributions (via blind review and ensuring no conflicts of interests) will be selected and then invited to be presented in the Plenary Session on the first day of the conference. The process for the nomination and ranking starts 5 months before the conference. The following timeline is recommended:
 
    ●5 Months before ICUD: PHA abstracts are sent to minimum 3 reviewers by the organizers, setting up of the PHA ranking committee (6 eyes principle - PHA coordinator, 2 other JCUD representatives)
    ●4 Months before ICUD: Reviews are ranked by the PHA ranking committee, the best 20 are invited to provide a full paper, with a feedback mechanism to minimize dropouts. This mechanism consists of a deadline for answering if the invited paper is sent or not and in case of negative or no answer the next ranked paper is invited. The PHA ranking committee sets up a reviewer board (3 per paper) without conflicts of interests.
    ●2 Months before ICUD: Papers are submitted and sent to the reviewers by the PHA ranking committee. WST is contacted for the special issue of the papers. A PHA conference committee is selected for the conference without conflicts of interests.
    ●1 Month before ICUD: The ranking committee ranks the 20 papers based on the reviews and provides the data to the PHA conference committee, which will double-check the work and invite the nominees.

The papers of the three nominated authors will be published in Water Science & Technology (WST). Applying for the award includes the authors’ permission to do so. This is also conditional for being allowed to present in the Plenary Session. The papers of the three nominees will be added, after peer review, to the online special issue of the Poul Harremoës Award as recognition of their participation (https://iwaponline.com/pages/paul_harremoes_award_virtual_special_issue).

The PHA conference committee (consisting of three members appointed from the JCUD including previous winners of PHA without conflicts of interests) will then choose the winner from the three presentations alone and will announce the winner during the Conference Dinner. The presentations will follow the TedX format (max. length of 18 minutes, minimal or no slides, simple and concise) but with questions (max. 12 minutes of which 6 min can be used for audience questions) after the talk.
 
The three assessment criteria for the award are: 
     ● Innovation, originality, and promotion/development of new concepts in urban drainage (50%),
     ● the candidate's ability to orally present the ideas in a dynamic and convincing way (30%),
     ● and the ability to respond adequately to questions asked by the panel during the plenary session (20%).
 
The winner gets an invitation to the next ICUD (paid flights [paid by JCUD] and conference fee [paid by the conference organiser]).
